I would say no, their title library is too small, and only exist via Elusive deals (Uplay/Origin), or sold Older, DRM Free games in the case of GoG. We have Origin, Uplay, GoG, but are those competitive towards Steam? Games are only exclusive on Steam if they are using Steam Authentication:
